William Hooper (June 17, 1742 – October 14, 1790) was an American Founding Father, lawyer, and politician. He represented North Carolina in the Continental Congress and played a significant role in the formation of the new government in his home state. Hooper signed both the Continental Association and the Declaration of Independence.
Although he was re-elected to the Second Continental Congress, Hooper had to divide his time between the congress and his work in North Carolina. As a result, he missed the vote approving the Declaration of Independence. Nevertheless, he managed to arrive in time to sign the document on August 2, 1776.
